ABOUT BAKU-TBILISI-CEYHAN PIPELINE

By Anar Gadirov,

BTC Transport Supervisor.

Present article is dedicated to the achievement made by BTC project Team – 25,000,000 kilometers driven without a preventable accident. Experience of companies working for BTC project in popularization of safe driving practice is described in the article.

BTC has achieved a spectacular twenty five (25) million  kilometers of driving without a preventable accident. This is a unique milestone in the construction industry. The 25 million kilometers record is for kilometers driven from the beginning of the project through July 2004 and included nearly eight hundred drivers within Azerbaijan. To help you understand the significance of 25,000,000 million  kilometers, it is comparable to 32, 468 roundtrips to the moon and approximately 625,000 rotations around the earth.

Safety has always been a core value for BTC. Strong commitment of all employees to be engaged in working safely,  demonstrates the pride they have in their work. And of course this unique milestone is an achievement of BTC elite drivers, who exemplify the professionalism and skills to be a fine example and influence throughout the industry. All of our drivers are true professionals in every sense of the word – model employees and a tremendous asset to BTC project that Azerbaijan will inherit for years to come. This exceptional safety record is testimony to their commitment to safety and diligent use of the company’s defensive driving training methods.

Nevertheless to all abovementioned we still have areas to improve. Sad to say but notwithstanding all safety precautions we have put in place we had 54 transport related accidents to date and one fatality. One of the main contributors regarding the vehicle accidents is fatigue, which is a major factor of transport related incidents, but still the dangers of fatigue and its devastating impact on driving are not fully understood.  We have a long way to go in driver education about the dangers and role of fatigue in crashes and the practical measures that can be taken to avoid fatigue.

The International Association of Oil and Gas Producers (OGP) released global statistics for 2002 that showed vehicle accidents as the number one cause of employee fatalities in the oil and gas industry. In fact, the report stated that 27.5 percent of all employee work-related deaths in 2002 occurred in vehicle accidents. BTC analyzed that trend as a significant portion of serious incidents in construction industry occurs in vehicle   accidents. That is why the achievement of 25-mln kilometer milestone is so significant to us.

Given the extreme variation in driving conditions that we endure, this is a tremendous achievement for BTC. We’re very proud of this record and we are challenging our employees to continue to follow the rules of the road and work to influence families and friends to drive safely as well.

But REMEMBER the higher you get harder it becomes. God grant to see you when celebrating 50 million kilometers milestone.

In accordance with World Health Organization more than 1.000.000 people lose their lives in motor vehicle crashes each year and over 25 million more suffer injuries. The triple threat of high speeds, impaired or careless driving and not using occupant restraints threatens every driver – regardless of how careful or how skilled. Today’s driving standards demand more skill, knowledge and decision-making ability. Drivers who are safety-conscious have developed good habits and practice them daily. If you are a driver who has a safe attitude about your driving, you will be able to drive with a sense of security in inclement weather, on difficult roads and through heavy traffic.

 The safety of our project transportation is dependent upon the efficiency and effectiveness of the efforts of the entire project community along with the transportation teams. In order to maximize the impact of their effort to reduce motor vehicle accidents and the results of these accidents, BTC has brought together Project Vehicle Monitoring Teams (PVMT).

PVMT role is to promote uniformity in the application of the safety requirements throughout the project. While staff members are highly experienced in transportation-related work, they are also skilled assessors and course developers, dedicated to meeting the challenge of providing competency-based, job-related training. In order to minimize the deleterious impacts of traffic, monitoring undertaken by the team included the continued oversight and management of road traffic, long and short term monitoring of traffic volumes and classifications, monitoring traffic speeds.

PVMT members’ main aim is to improve road safety for all by encouraging transport drivers to:

*Operate safely and responsibly;

*Keep reasonable driving hours; and

*Comply at all times to the project safety standards.

REMEMBER – The one thing that unites all human beings, regardless of age, gender, religion, economic status or ethnic background, is that, deep down inside, we ALL believe that we are above average drivers. A safe driver is not merely someone who has been lucky enough to avoid accidents, but is one who drives defensively and looks out for others.
